Artwork Pokemon VP - Alcalodan Noctowl

A new evolution and this time it's Hoohoot's turn, here is the mutated version of Noctowl ! I said it before but sadly, of all the regional birds in the pokemon franchise, Noctowl is probably the worst of all, due to its poor statistics, especially in speed, so I wanted to correct by modifying its stats to make it a fast special attacker. In addition, with its new dual type, it gets a boost on its Psychic-type move and now has access to special Ice-type attacks such as Ice Beam or Freeze-Dry, which gives him more coverage. I am also thinking of maybe giving it other weapons such as : Moonblast, Aurora Veil, Dark Pulse or Aura Sphere in order to make it more versatile despite the Ice-Psychic type, which is rather fragile in a battle.
